individuals with reduced mobility). The initiative focuses on identifying, designing, and implementing accessible itineraries that ensure safe, comfortable, and barrier-free walking experiences across the old town of Laredo.

The aim is to shift the function of Plaza de la Constitución and Plaza Marqués de Albaida from pedestrian transit zones to welcoming leisure spaces, improving public use and urban experience.

Additionally, it proposes new pedestrian routes connecting Plaza de la Constitución to La Atalaya or the Santa María church, incorporating rest areas and green street furniture to improve comfort and accessibility, promoting a more sustainable and enjoyable urban experience.

The development of healthy routes to the Atalaya and the integration of recreational spaces for play and sports activities contribute to a more active, accessible, and vibrant urban environment.

By promoting active travel and community engagement, the initiative supports a more livable, age-friendly, and socially inclusive environment in Puebla Vieja.

The purpose is to open up La Puebla to the citizens of Laredo and visitors in general, of all ages and catering to various capacities, enriching the range of activities that can be enjoyed in the area.

This action aims to revitalize La Puebla Vieja by identifying missing services and repurposing underutilized public and private buildings to support commerce and services that meet community needs and reflect local cultural heritage.

It responds to the demand for a more vibrant urban core, enhances mobility through integrated economic activities like tourism, and reduces environmental impacts by promoting sustainable and localised business models. This action also supports the preservation of historic buildings by assigning them meaningful contemporary uses, helping prevent heritage loss while encouraging cultural and creative entrepreneurship.ng to various capacities, enriching the range of activities that can be enjoyed in the area.

Energy assessment of the existing building stock in La Puebla Vieja, including identification of potential improvement measures (e.g., window upgrades, insulation, system and boiler replacements) aimed at enhancing energy performance ratings and outlining associated cost ranges.

EXPLANATION OF THE ACTION:

This action aims to enhance the sustainability and energy performance of La Puebla Vieja’s built heritage. By conducting a comprehensive energy assessment of the existing building stock, the action will identify retrofit measures—such as window upgrades, improved insulation, and the replacement of outdated heating systems—along with estimated costs and anticipated performance gains. Parallelly, it will strengthen local subsidy schemes and deliver targeted awareness-raising activities for residents, property managers, and local stakeholders. Through raising awareness sessions, and the revision of municipal call-for-proposal criteria, the initiative aims to simplify access to funding, improve the ratio of energy-efficiency-focused grants, and empower the community to adopt low-carbon renovation solutions.

The action will support the 2026‑2030 State Housing Plan, accelerating decarbonisation of the historic urban core, and safeguarding cultural Heritage.

An incipient action to see if setting up energy communities using solar panels installed in the Old Towns or nearby makes sense and is able to produce energy for the whole neighbourhood or evaluate alternatives in the surrounding neighbourhoods.

INTERVENTIONS REPLIED BY THIS ACTION:

• N14. Setting up energy communities (legal entity) to manage the renewable energy consumption.

EXPLANATION OF THE ACTION:

It will pilot the study and possible installation of photovoltaic panels in Puebla Vieja or nearby to test whether locally‑managed solar generation can meet neighbourhood energy needs. Using the Digital Twin and GIS analyses, the action will quantify solar potential, as well as define an energy‑community legal framework, and run participatory workshops with residents and businesses to design financing, governance and consumption models.

The outcome will be, first, a feasibility package to determine if a rooftop‑based or mixed solar system can be installed in the Old Town (which is designated as heritage and where a lot of buildings are also individually protected) or nearby (while providing energy to it) and, second, the evaluation and plan of the installation itself.
