Beckerich (Luxembourgish: Biekerech) is a commune and small town in western Luxembourg, located in the canton of Redange. It is a rural municipality, close to the border of Belgium.
The municipality of Beckerich has proven a long-standing commitment to sustainable development. It is engaged in the Pacte Climat, the national initiative supporting municipalities, and has obtained one of the highest scores in Luxembourg
in 2022 of more than 75% in several areas (e.g municipal buildings, resource management, communication and cooperation). It has also been a member of the Global Covenant of Mayors for Climate & Energy since 2008.

These actions currently reflect each neighbourhood’s goals, but remain indicative and may be adjusted if unexpected constraints arise.
Deploy NRO to co-create the sustainable future of Beckerich together with local and regional stakeholders
This action involves activities related to the deployment of the Neighbourhood Regeneration Office, which include the organisation of Living Labs-related events and other efforts to mobilise the local and regional stakeholders.
INTERVENTIONS EMPLOYED BY THIS ACTION:
• N49. Neighbourhood Regeneration Office
• N10. Educate citizens on their energy use to facilitate energy savings in buildings
• N34. Promote and awareness raising of reuse and recycling in infrastructures and construction
• N44. Increase free spaces and leisure activities next to settlements), among others.
EXPLANATION OF THE ACTION:
To some extent, also other technical interventions relevant for Beckerich, which require the support or involvement of local or regional professional stakeholders and/or citizens.
This action consists of actively identifying, informing and engaging the local and regional stakeholders, both ‘professional’ ones (e.g. energy advisors, sustainability specialists, circular economy players, renovation and construction professionals) and the local citizens.
The activities have a two-fold objective: on one hand side, to support specific REGEN interventions, on the other hand, to engage the stakeholders in a more general sense, leveraging their competences, ambitions and needs for the sustainable future of Beckerich.
This will help the commune of Beckerich, and its inhabitants strengthen the position of the municipality as one of the sustainability leaders in Luxembourg, while co-creating a more environmentally conscious and socially inclusive development.
Energy performance evaluation of current building stock and progressive renovation at urban scale
This action involves the energy performance assessment of the existing building stock in the Beckerich municipality to help the commune reduce its overall energy use.
INTERVENTIONS EMPLOYED BY THIS ACTION:
• N1. Deploy passive solutions to develop energy-efficient buildings.
• N3. Measuring smart readiness in buildings from the Energy Community
• N9. Deploy active solutions to reduce buildings’ energy needs.
• N11. Performing Energy Analysis and modelling (using IES tool) to improve energy savings
EXPLANATION OF THE ACTION:
This action consists of virtual scenario definitions, advanced energy simulation modelling and analysis of results. The scenario-based renovation of all municipality buildings is considered over time (e.g. targets until 2030, 2040 and 2050). The scenarios consider a variety of building “active” (e.g., heating, cooling system replacements, installation of photovoltaics), and “passive” solutions. (e.g., windows, façade and/or roof insulation materials).
The simulated results of the constructed scenarios will advise on a energy savings renovation plan for the municipality whilst considering the overall environmental impacts.
These results form the basis for prioritising renovation options and are in line with Beckerich’s climate neutrality targets for 2030 and 2050. At the same time, analysis of decarbonisation scenarios distinguishing between buildings connected and not connected to the district heating network.
This will help the commune of Beckerich and its inhabitants plan for costs and carbon emissions reductions. The outcomes will also serve as a basis for citizen engagement and education in future actions.
Extension and optimisation of the district heating network
This action involves the analysis of district heating network potential extension options and its operational optimization.
INTERVENTIONS EMPLOYED BY THIS ACTION:
• N9. Deploy active solutions to reduce buildings’ energy needs.
• N11. Performing Energy Analysis and modelling (using IES tool) to improve energy savings
• N12. Deploy district heating network to have more sustainable energy sources.
EXPLANATION OF THE ACTION:
This action consists of a detailed feasibility study on the operation of the Beckerich district heating network, involving direct contribution from a specialized consultant with REGEN partners supporting. Several extension options and sources of fueling are considered, as well as new operation scenarios for the water distribution to reach more homes and deal with losses within the system. Additionally, the compliance of existing equipment needs to be evaluated with new norms. The outcomes are necessary to reach a viable decision in terms of future developments at municipality level. This action is also connected to the energy modelling of renovation scenarios (action 1).
Building renovation following reuse strategies
This action involves the partial renovation, extension and adaptation of several buildings within the Beckerich municipality, following circular- economy principles.
INTERVENTIONS EMPLOYED BY THIS ACTION:
• N1. Deploy passive solutions to develop energy-efficient buildings
• N6. Improve technological networks towards a more sustainable city.
• N36. Deconstruct existing buildings by increasing reuse and high- value recycling, and reducing backfilling and waste
iEXPLANATION OF THE ACTION:
In order to perform a selective partial renovation, with circular-economy principles in mind, REGEN partners have conducted several feasibility and circularity studies on several buildings: (1) Beckerich Town Hall, (2) Beckerich Primary School, (3) a farm barn building. The action involves the partial renovation of buildings, with selective deconstruction of older elements, targeting an increase of reuse for building materials where feasible. Buildings (1) and (2) would undergo deeper renovation to improve energy efficiency, thus employing intervention N1. Building (1) undergoes internal renovation and layout changes with the extension of the Town Hall server rooms and internet hosting for the entire municipality, thus touching on intervention N6.
Additionally, Building (2) is to be converted into office space and Building (3) into social housing. Several tools are involved in the process, from BIM models, Reuse potential and
Adaptability potential analyses, which allow REGEN partners to employ intervention N36, for certain parts of the project. The outcomes of this activity will result in a more circular approach to building transformation, taken in practice by the municipality on site, outside of REGEN scope, but which REGEN partners will monitor. Additionally, these building level projects will contribute to the implementation of the Beckerich Urban Mine action.
Beckerich Urban circularity mine
This action involves the development of a data set comprising of building materials at urban level, using several data collection and consolidation techniques to support a circular economy.
INTERVENTIONS EMPLOYED BY THIS ACTION:
• N37. Develop urban mining of materials and components for augmenting local re-use and recycling.
EXPLANATION OF THE ACTION:
This action consists in developing a tangible GIS-based application to support the analysis of construction and demolition waste (CDW) flows at the level of the city. This relies on two main activities: 1) Analysis of the composition of 4 buildings owned by the commune; 2) Analysis of the building types of the city of Beckerich and their typologies, notably according to their construction date. These analyses will allow us to estimate materials inventory related to the buildings in Beckerich and then to simulate the CDW flows over time, and their potential impact for reuse practices.
