On 25 February 2025, the Whitepaper “Artificial Intelligence in Local Public Administrations”, to which our partner TECNALIA contributed, was presented in Granada. The event brought together representatives from six Spanish municipalities (Granada, Gijón, Málaga, Murcia, Santander, and Seville), as well as researchers and industry actors. Organized by AMETIC (Spanish association representing companies in the digital technology industry), the Ayuntamiento de Granada, and IQuantum, the event explored how AI can support local administrations in delivering sustainable, inclusive, and citizen-centered urban services.
Two sessions to explore AI in practice
The event included two main sessions :
- The first, an expert panel on use cases, was moderated by Mª Teresa Linaza from Vicomtech, coordinator of the Whitepaper. This session focused on practical applications of AI for urban mobility, energy management, citizen services, and more.

- The second session, municipalities’ challenges and use cases, moderated by Arturo Rodríguez González from Red.es, presented experiences from Spanish cities, highlighting governance, citizen engagement, funding, and the adoption of AI-driven solutions.

TECNALIA’s Contribution: Inclusive mobility through REGEN
During the expert panel, Sergio Campos (TECNALIA) presented a case on new technologies for planning sustainable and inclusive mobility. He highlighted strategies to adapt mobility planning to different groups, emphasizing inclusiveness and accessibility. To illustrate this, he drew on the Laredo REGEN approach, demonstrating how big data technologies can help cities implement practical, citizen-centred solutions and how from there AI can add new opportunities for the development of the digitalisation of cities and territories.
Impacts for REGEN
Sergio Campos’ presentation showcased REGEN as a concrete example of applying enabling technologies in cities and territories, supporting innovation and digitalization in local administrations. The session provided valuable insights into how AI can improve urban life while keeping citizen needs at the center of planning.
This event offered the opportunity for public administration and for industry to learn about supply and demand, in a very practical way and with clarifying language, with first-hand experiences to advance in the creation and development of transformative projects for the territories.
The whitepaper presented was the first in the series that the Smart Cities Commission is preparing on the use and opportunities that enabling technologies offer for the development of the digitalisation of cities and territories. New documents on Digital Twins, Data Spaces and 5G Stand Alone connectivity will follow and REGEN examples and progress will be presented when relevant.
