On 31 October 2025, the Neighbourhood Regeneration Office (ORB) in Puebla Vieja, Laredo, officially reopened its doors, marking the practical launch of the participatory process for local residents and stakeholders. The event took place on site, at the ORB and the Plaza de la Constitución, and was organized by the Laredo municipality and Begirune Fundazioa, with participation from REGEN partners, including TECNALIA.
A day dedicated to citizen engagement
Although the ORB was initially inaugurated in July during the peak tourist season, this reopening aimed to ensure real engagement with local residents. Visitors were able to learn about the ORB’s role and get detailed information on the next steps of the participatory process, including:
- Public sessions
- Participatory walks
- Municipal response
Residents were also invited to choose the information sessions most relevant to them, covering key topics affecting their homes and communities: electricity bills and social tariffs, everyday savings, community energy and 100% renewable supply, efficient heating, heritage-conscious rehabilitation, building accessibility, and water and waste management.
Methods and interventions

The Begirune team and ORB staff welcomed residents at the main entrances to Puebla Vieja and explained:
- the role of the ORB within the REGEN project
- practical workshops for households and communities
- the participatory process to prioritize local improvements with the municipality
Several interactive methods were used to engage residents:
- Topic urns with marbles representing interest in each subject
- Printed materials: A6 leaflets and A3/A2 posters displaying activities and schedules
- Contact and consent sheets to receive updates on ORB activities
These actions facilitated direct, light-touch engagement with residents, allowing them to vote on topics, leave their contact information, and note upcoming events.
